Polylang Hreflang integration breaks with Yoast >= 23.

Describe the bug

Currently our tests for polylang's hreflang integration is breaking for Yoast >= 23

Steps to Reproduce

1. Update plugin to the latest version or any version starting from 23.0
2. Run the tests
3. Tests fail

The Yoast presenter is indeed running but for some reason it doesn't get appended to yoast_head.

Once this is fixed we also need to upgrade the Yoast plugin version in the wp-env.json file. We should also track the plugin's versions we have tested our integrations with.
