Add templates to help enforce our contributing guidelines.

Requirements

• Add GitHub pull request template
• Add GitHub issues template
• Redirect to the Welcome post to display the guideline for writing feature requests
• Redirect to the Q&A channel for asking questions

Remarks

The last two subtasks belong to the GitHub Issue Template task.
