Due to the Mythic Shop, the game allows you to buy chromas for skins you don't own. When you select a chroma that you have purchased but don't own the skin, it's as if you didn't select either the skin or the chroma. It reverts you to the champion's base skin or the last skin you had, but not the one you selected with Rose. For example, I have the Spirit Blossom Cassiopeia Ruby chroma, but I don't own the Spirit Blossom Cassiopeia skin because I bought that chroma with Mythic Essence. So, if I have Rose active and select that skin with the Ruby chroma, it doesn't select it, and Rose doesn't apply it. Instead, it applies the base skin or the last skin you had selected, whether with or without Rose, even if you don't own the skin or the chroma.
