Ny controller i Api.Metada : RoleController
Metoder/Endepunkter: GetAll(), Get(Guid id), Get(string key, string value), GetPackagesForRole(Guid roleId), ExportRoles(), ExportRolePackageMap()
Export må da Gi ut en ny Dto med hierarki. Litt usikker her. Tenke litt.
I Controller hent inn nødvendige IRepo tjenester (se på PackagesController for inspirasjon)
evt. lag en RoleService hvis det blir mye logikk i controlleren
