Add Re-aggregate button to Edit project page

When new aggregator update is in place, it will be very helpful to have a button to re-aggregate an existing project via the edit project page. Button probably can go near the edit project files section. This can help fix some projects where CNV bed was not located or the Pan Ped Cancer project that seems to have not located the AA directory for each sample.

I feel like adding it next to edit (on the project page) might just be clutter for something that should be used pretty rarely. How about we add a checkbox to "reaggregate project" on the edit page that causes a re-aggregation without requiring file uploads or a project version change. Or should the version change?
