[Bug]: Lockscreen bug.

❗ What happened?

If you turn off quick settings in lockscreen category, it prevents you from opening the status bar, however this can be bypass by clicking emergency call and then doing it.

🔄 Steps to Reproduce

1. Go to settings
2. Go to lockscreen and turn off quick settings.
3. Turn off screen
4. Go to emergency call and try to pull down status bar.
   This shouldn't work but it does.

Update: It is a race condition. I checked again and it worked as intended but if you quickly press emergency dial and spam swipe down you'll be able to open status bar/quick settings.

Note: It might take a couple of tries before the bypass works.
