Describe the bug
Whenever a map is loaded, the Provinces, Goods, and Trade layers are automatically enabled, even if they weren't when the map was saved.
Steps to reproduce
- Save a map with Provinces, Goods, and Trade layers disabled.
2) Load the same map.
3) Note that those layers are enabled again.
Expected behavior
The enabled layers should reflect what was there when the map was saved.
System
- Version: 1.141.0, but this isn't new behavior
- Browser: Chrome 151.0.7922.109
- OS: Windows 10
