Link fails for non Microsofties

Minimal steps to reproduce

1. Log out

2. Select link under Step 2: Reference Azure AI resources
   Based on the instructions here, you already have everything you need.

Requires me to log in and then denies me entry with my live,com account.

The link seems to point to some internal Microsoft sharepoint site and is not available for us on the outside.
