[Feature]: Support New/Update-AzADDomainService -LdapSettingPfxCertificate accepting certificate path

Description of the new feature

New/Update-AzADDomainService -LdapSettingPfxCertificate now support to accept base64 string. Need to allow it to accept file path.

We expect PfxCertificate as a base64 string. However, the value of PfxCertificate does not match base64 format during the process of creating. It returns a placeholder "<Serialized Pfx>".

This behavior causes parse failure.
