Azure SDK tools agent: Update package names from TypeSpec project in the release plan

GitHub agent workflow for SDK generation can run update release plan CLI command and this will add the package names extracted from the TypeSpec project into the release plan. This will avoid the user need to add/select package names manually and link it to the release plan.

Data plane self service SDK generation depends on this change since data plane release planner does not have a way to link package name to the release plan.
