Settlements issues #77

Hi
i tried to add a settlement, the method works, however i encoutered some issues
Here is a list of tests i did (every test was made on a new game not a saved one) :
- tested by modifying owner of existing settlement in mod settlement file : does nothing in game
- tested by modifying owner of created settlement in mod settlement file : works
- tested by modifying the owner in the Sandbox settlement (mod disabled) : works
- tested by modifying the owner in the Sandbox settlement file with mod enabled with a different owner in the mod settlement file : owner is the one in Sandbox settlement file
- tried to put the mod before Sandbox in the mod order : crash when starting new game
- Settlement set to custom culture (vlandia renamed) : crash when starting new game
- Settlement set to existing culture : works
i don't know if this can help
