When a membership is created, there is a dropdown that is only populated with the current season

We need two different sets of functionality for this screen:

Admin Users

Admin users should be able to select any season. This should be doable by a dropdown list or similar. Once the season is created it should take this value

Non-Admin Users

Non-admin users will be shown the current season and will be unable to change the season
