As changes here do not cascade to existing sites, it is possibly worth taking what this package does and breaking it down into one or more npm packages.

For example, the Server repo encapsulates all the express-related logic. If that needed changing then we update the package and let it propagate to implementing projects

This repository would then contain a suggested structure/bootstrapping of said modules, but wouldn't contain any actual logic
