Any way to rum It on Winlator ludashi? It crashes after Splash screen. Could not any log

Winlator-Ludashi appears to be a Windows emulator for Android.

Godot supports native Android exporting. I'd say that's a far easier path to get the game to eventually run on Android.

Either way, running on Android will require rethinking the UI to support mobile controls, which could be a fun challenge for someone, but not likely a priority for the OpenCiv3 community. That said, OpenCiv3 on a tablet sounds kind of appealing.
