View tutorial for first-time site visitors

As a new user of NodeBB, I want to see a tutorial upon registration to the site so that I can learn how to use this platform.
IMPACT: Medium. For new users of the site, this can be particularly helpful in assisting them with the platform's critical features.
EFFORT: Large. Building a tutorial from scratch would involve identifying which components to be included in the tutorial, identifying which users to show it to, and actually building the display/interface.
