Individual Permission Assignment

When adding a permission for an individual player the record is being entered in the default world permission file (permission_default_NORMAL.xml) rather than the global permission file (permission.xml). I've tried creating the permission manually directly into the .xml but it isn't being recognized.

Note: only the permission.xml files are even being recognized so the permission as a result doesn't work.
