Lack of Communication Transmission Artifact Function?

There is a Communication Artifact Function, a Communication Reception Artifact Function and a Communication Relay Artifact Function but no Communication Transmission Artifact Function. Is this captured elsewhere or intentionally omitted?

@dlutz2: Two things. First, I was amused by the title of your issue. Not sure the double entendre was intentional, but it sounds like you're concerned with an artifact function having to do with lack of communication.

Second, isn't transmission covered by the definition for Communication Artifact Function, making the addition of a new class unnecessary?

Didn't realize the ambiguous interpretation but I now that I think about it, transmissions (from an entity apparently incapable of reception) that convey no information are a quite common human activity, so perhaps an Agent Capability vice Artifact Function.
I had intended to express that the current CCO does not have a function that represents the transmission aspect of communications that would parallel the reception/relay functions that are present.
My read of the Communication Artifact Function was that it corresponds to the entire process of communication which would normally involve transmission and reception but there are artifacts which bear only reception or transmission functions:

• a radio telescope is a reception artifact but the transmitters would be stars etc so not artifacts
• an emergency locator beacon is a transmitter artifact but doesn't receive
  I could also read Communication Artifact Function as representing any artifact functions involved in the exchange of information (and thus reception/transmission/relay,... would be sub types) or as a function corresponding to the entire process of communication (and thus reception/transmission/relay/... would related/siblings)
