data(rmf): update 800-53 r5 catalog to NIST Release 5.2.0 (Update 1)

Surgical, structure-preserving edits to 800-53v5-controls.xml (the live r5
source for /rmf/5, /api/rmf/5, plans, overlays, search):

- Add SA-24 (Design for Cyber Resiliency)
- Add SA-15(13) (Logging Syntax) — mirrored verbatim from NIST OSCAL with an
  XML comment flagging NIST's own title/statement inconsistency (statement is
  PII-minimization; title/discussion/params are logging). Pending NIST erratum.
- Add SI-2(7) (Root Cause Analysis)
- Revise SI-7(12) (5.2.0 discussion + add related SI-2; statement unchanged)
- Update discussions: SA-4, SA-5, SA-8, SI-2, SI-2(5) (SA-8(14) already current)

Verbiage sourced from the in-repo OSCAL 5.2.0 catalog + 800-53r5.json. The 318
untouched controls are byte-identical; well-formed; 322 -> 323 base controls. No
overlay changes (new controls not baseline-allocated). Existing controls' related
lists unchanged (NIST uses forward-only links on the new controls). Reindex search
on deploy.
