[Bug]: cwl_utils input source bug when using 'save'

Bug Description

After noticing a weird behavior with the save function from cwl_utils I opened an issue: common-workflow-language/cwl-utils#402

To make sure we avoid this, we should follow a convention where step names follow kebab case and inputs snake case, what do you think?
