KSP UI scales < 100% cause Contracts Window + to fail to move to right side of screen

Noticed this in KSP 1.5.1 and also in 1.6 with Contracts Window + v9.2

My monitor settings are 2560x1440 KSP not fullscreen mode with -popupwindow enabled.
In the main settings window I use KSP UI scale @ 80% with 100% apps scale

Dragging the Contracts Window + window to the left, top, and bottom work as expected but to the right will stop at approx 80% of the way across. Probably related is when the UI scale is 100%, the window (while dragging) will follow the mouse cursor and stay under it as the cursor moves. At 80% UI scale, the window lags behind, lagging more the further it is dragged.
