What does this PR do? What is the motivation?

This PR does three things:

  1. Adds relevant links to the "Enable SDK-dependent products and features" sections of each environment-specific set-up page
  2. Updates the Compatibility guide to clarity support for ECS and EKS Fargate
  3. Adds a call-out to each environment specific set-up page about SSI-related overhead
    Note: There is an argument for including this on the SSI landing page (lower maintenance burden), but I think including it on each individual page is a better UX -- ensures users see this info right after completing the setup steps, when they're most likely to notice and care about startup performance.
