[java] Enable Test_FFE_Eval_Metric_Count::test_ffe_eval_metric_count

FFL-1972 is fixed by DataDog/dd-trace-java#11745, so remove the bug declaration. The test now inherits the file-level spring-boot v1.62.0 declaration, consistent with the sibling FFL-1972 tests activated in #6972.
