pythonSoftIOC won't install on RHEL8

The python version in RHEL8 is 3.6.8 which is not allowed in setup.cfg, I will try to install in a local virtual environment to check what's the compatibility issue

Why do we need to install on RHEL8 with the system python? We should probably discuss this with @gilesknap too

I agree that we don't need to install pythonSoftIoc into system python.

For DLS use we will in future use containers for python and IOCs from RHEL8 onwards, so this is not an issue for us anyway.

There reason why I need it is because I need to run a python soft IOC in a MTCA card with very limited disk size, I think running docker images on it could fill it very easily

OK, let's add it then. We also need an entry in the matrix in code.yml so the wheel gets built as soon as I've merged #49
