Question about Resource Isolation licensing scope

We're trying to determine which license tier applies to our setup. We have setup ApiResources in our configuration, but we do not use the resource parameter when requesting tokens. Does this use-case count as using the Resource Isolation feature, or does Resource Isolation only apply when actively using the resource parameter?

Resource Isolation indeed only applies when you use the resource parameter when making calls to the authorize, ciba or token endpoints.
You can also use the License usage summary services to inspect which features your IdentityServer is using.
