List of testing changes to make

This is a parent issue to keep track of various things needing to be done in the CTSM testing space.

Some of this comes from the discussion #2863

• Remove the plain ne30 test from prealpha
• Remove the till tests from prebeta
• Remove MKSURFDATAESMF from prealpha
• Remove all Clm45 tests from CESM tests but add one Clm45Sp
• Add derecho_intel mpi-serial DEBUG==FALSE test for CESM
• Add some FatesSp and FatesNoComp tests to prebeta
• Add a derecho_gnu full MPI threaded test to CESM testing
• Add CESM tests for: SSPMATRIX and LILACSMOKE to prealpha
• Add FUNITCTSM when FUNIT tests don't work on CESM/CAM checkouts #2837 resolved to prealpha
