It's time to document updating to the next set of CESM submodules:

Currently in cesm3_0_alpha08b:

Naive question:
Could #3758 (updating to ccs_config_cesm1.0.75) be handled here, as well?

No #3758 is answer changing so I wanted to keep it separate. The bulk of this should be able to be done as bfb.
