.NET downloading issues?

I have trouble with the "You must install .NET core v3.1.0" and I have installed it many times.

I am running x86 and I have downloaded the correct files, and nothing is working.
Should I restart my computer? I don't know what to do as I am new to ERP.

Can you run the command dotnet --info in PowerShell or Command Prompt and paste the output here?

Edit: Maybe you're installing only the base .NET Core runtime, and not the desktop app version. You need the .NET Core Desktop Runtime 3.1 from here:

I could be mistaken, but I'm not convinced that you are on a 32-bit OS. As far as I know, 32-bit versions of Windows don't have the Program Files (x86) folder. Try installing the x64 version of the .NET Core Desktop Runtime 3.1.
