Refactor arith.rs file to support ExtParam in it

We also need to separate satisfaction and evaluation code. Earlier, we
were able to abuse the same code for satisfaction and evaluation because
satisfaction was the same as evalutaion.

But now we need to checksigs and timestamps in the new price oracle
fragment.
