[RFC]: Adding a GH workflow to add label to issues like in PR

Motivation.

Issues are now yet to be automatically labelled. We are proposing to add a GH action workflow that try to add labels based on filter rules.

There are multiple filter rules that we can add, referring to the pull-requests:

1. Hardware Platform:
   • Empty
   • CUDA
   • ROCm
   • HPU
   • XPU
   • TPU
   • Neuron
   • CPU
2. PD disaggregation
3. ci-failure
4. ci/build
5. codex
6. Qwen
7. Llama
8. DeepSeek
9. Multi-modality
10. Performance
11. V1
12. Tool-calling
13. Frontend

As a first PR, we will be adding a filter rules for hardware platform auto labelling.

Proposed Change.

1. Add a new field "Hardware Platform" for user to pick to the Bugfix, Feature Requests,
2. Add a GH action workflow for issue.
