[ep-matrix] Add a top nav bar to the Matrix Element UI to show a menu and sponsor logos #1405

Description
This would be a modification of the Element UI.
It should provide an easy way to navigate to the EP2021 website and also provide some room to show logos of top tier sponsors (Keystone and Diamond).
