How are version numbers assigned?

Sometimes, there are several changes/fixes, but the version number increases only in the third digit, like here or here. Some other times, apparently minor changes deserve an upgrade in the second digit of the version number, like here.
And still there is no 2.x.x version for any of the Fossify apps (if I am not mistaken).
Has the rabbit anything to do with such decisions?
Just out of curiosity. Clearly, it is not particularly important.

The project uses semantic versioning. From the website:

Given a version number MAJOR.MINOR.PATCH, increment the:

1. MAJOR version when you make incompatible API changes
2. MINOR version when you add functionality in a backward compatible manner
3. PATCH version when you make backward compatible bug fixes

Sometimes, translations for new languages are added, which is considered a new feature by the automation, and that's what happened in Fossify Notes v1.5.0. Will fix this.
