the create_contract function is useful for testing in the global merkle root crate, and potentially will be also useful in the future. However, it is not public outside the scope of the fuel-core crate.

We should make this function publicly available (when the test-helpers feature is enabled), and maybe move it outside of fuel-core and in fuel-core-types
