I can browse code in base image or rowan projects, as a user with only CodeModification, but attempting to use the Changes menu item on one of the pre-loaded packages such as the base image or rowan, throws a walkback:
a UserDefinedError occurred (error 2318), reason:halt, The package 'GemStone-Rowan-Extensions-Tools' was not found
