For exported objects such as:

k8s-config-connector/pkg/test/resourcefixture/testdata/basic/cloudbuild/v1beta1/cloudbuildworkerpool/_generated_export_cloudbuildworkerpool.golden

Line 18 in 885f4af

    
           external: //cloudbuild.googleapis.com/projects/${projectId}/locations/us-central1/workerPools/cloudbuildworkerpool-${uniqueId}

We don't want the service domain prefix in the external definition.
