If we rely on status.externalRef to exist on resources that have not been converted yet we will cause infinite reconciles!

       No. This is not about the AlloyDB controller but the other controller who refers the AlloyDB (TF-based, no `status.externalRef`) as a reference. In that case, the other controller can call this `normalizeExternal` and hit constant errors.
