Report service-specific feedback to service creator (dy-services)

As a user of a specific (dynamic) service I want to give feedback (issues, enhancements,...)

Describe the benefit
Feedback will be automatically directed to the person who created the service and response will be quicker.

Additional context
In can be a button on the iframe that points to issues of the specific service, if the repository is public (e.g. https://github.com/ITISFoundation/jupyter-math/issues). @pcrespov, please adjust if this is not what you meant

@elisabettai I propose:

• every service has an associated github repo
• use issue templates under .github/ISSUE_TEMPLATE
• Add https://github.com/$(organization)/$(reponame)/issues/new/choose as new_issue_url in the service metadata

This is an example (with our client's library): https://github.com/ITISFoundation/osparc-simcore-python-client/issues/new/choose

I will implement a "prototype" with jupyter-math and if we like we can extend to all services:

• will create a sample in jupyter-math: Is749/adds issue templates jupyter-math#12
• update ooil to incorporate extra (optional) metadata for this feature: i.e. url to issue tracking
• add (optional) in https://github.com/ITISFoundation/cookiecutter-osparc-service

Hi @pcrespov, just a curiosity (sorry if you've answered that already): did you recent re-work on the ooil and the cookiecutter also covers the two points in your comment above?

@elisabettai I will incorporate that after I release cookiecutter v1.0.0 release (maily ITISFoundation/cookiecutter-osparc-service#93). Then we will add those features. If everything goes fine ... it could be ready next week
