Mention `resolve` in the weak dep docs

I was trying to set up a weak dependency and followed the documentation https://pkgdocs.julialang.org/dev/creating-packages/#Weak-dependencies and it didn't work until I found a discourse thread which mentioned that I would have to resolve my current environment.

I think it would be good to mention resolve in the weak dependencies documentation.
