[Feature request]: Tuya_cover_3 toggle doesn't stop blind if moving

When a tuya_cover_3 blind is toggled while moving it doesn't stop, instead the action is dropped and ignores the command.

Describe the solution you'd like

Tuya_cover_3 and more specifically _TZE200_68nvbio9 has a datapoint for the working state (opening/closing) which should be included in the state of the blind in addition to [Open/Stop/Closed] to allow for better toggling.

Home Assistant covers allow for an opening and closing state which allow the toggle service to cycle between OPEN/STOP/CLOSE based on the state of the cover.
