AWS S3 operations failure GetObjectTagging

Describe the bug
In the HUB, when trying to move some files with aws s3 mv or aws s3 cp between two folders on the maap workspace bucket.

An error occurred (AccessDenied) when calling the GetObjectTagging operation: Access Denied

Ask @wildintellect for the specific paths that demonstrate this issue

Expected behavior
Copy should work

Additional context
I did not try this in the ADE but given the error message I think the policy needs to include GetObjectTagging which appears to be related to bucket versioning being enabled. What I can't figure out is why some files can move and others can't.

GetObjectTagging isn't one of the allow permissions but it can be easily added
