Packages Should Own Their Commands

Currently there is a 'common' command group that plugins hook into (for SGA at least, maybe chunky?)

This is okay, but I think it'd be better if packages owned their commands, and a separate 'common' group owned plugins that could be hooked into, like unpack & repack, which don't explicitly need to know their version numbers.
