Regenerate test precomputed hetzner block after mesa develop merge #18461

Needs to be done before we actually release mesa.

The PR #18139 will have the effect of disabling the precomputed block round-trip test that's run against a known precomputed block - the specific tests are commented out with a TODO Restore these tests once hetzner-itn-1-1795 can be regenerated comment attached, in src/lib/mina_block/tests/main.ml. This is something that will happen in develop once we merge mesa into develop completely, so this will need to be fixed in develop after that merge.

We need to get a new test block to use here. I'm unsure if the existing one is particularly special, or if we can just substitute one from the mesa testnet for now. We could even fix up the existing test block manually if we really had to.

The block can't be updated in-place, I think, because compatible is still using it in its tests. The new block needs to be uploaded with a new name, and the references to the URL need to be updated.
