As we start to develop a clear baseline for good GTFS Schedule data quality, we want to evaluate feed availability, or how often the feed URL returns a dataset.
We want to define a threshold of availability that producers should meet. We expect to successfully fetch static data once a day.
Proposed solution
Design questions:
- How do we distinguish gaps that align with end-of-service-period from gaps from mid-service outages?
Analysis questions:
- How many outages does the average feed have over the period?
- How long is the average outage where we can't fetch a dataset?
- For active feeds that have published a dataset in the last 90/60/30 days, what is the availability rate over a week? A month?
- What's the average availability rate over 3 months? 6 months? 1 year?
