New tasks/summary API

Return totals for the number of tasks in each status. This forms the basis of a homepage dashboard.

Like api/task but without the workflow_id, nodes,offset, limit, aggregate_by_workflow, summary, order parameters... which cannot be used for this purpose as it is limited to 1000 workflows.
