CVRPTW tests hang on the test level0_retail/retail_float_test_t.CVRPTW_Retail/16.

CI log to reproduce it: https://github.com/NVIDIA/cuopt/actions/runs/17807582619/job/50667129312?pr=382#step:10:16525 . Which hanged for many hours.
