[FEA] Add support for coalescing files in MultiFileCloudParquetPartitionReader when reading Tables with Deletion Vectors enabled #13574

We added partial support for the multithreaded reader for DV in #13491, but we don't support coalescing.
Describe the solution you'd like
We should support coalescing in order to gain the advantage over the CPU when reading files that can be combined to saturate the GPU.
