Add intl extension by default to build php

When I actually use the format function in my Laravel application, it's getting an error : The "intl" PHP extension is required to use the [format] method. So It's might be great if you add it, 'cause this function is used in laravel/filament, a great library to build admin interfaces.

intl is already included in the desktop binaries
