As a user, I can view the layout of CityAgent Main page

Description
Create the wireframe of CityAgent main page based on the Figma designs.

Acceptance Criteria
The main page has the following components:

• Tab on the left side, with:
  • logo
  • new chat button
  • Recent Chats button
  • Dark/Light mode button
  • upload documents button
  • logout button (brings back to login/signup)
• Search bar on the top with a Search button
• TODO: fill this out

Test Thoughts
While the main focus is to make it look good on desktop, the components must be responsive so that CityAgent is usable on mobile.
