As a developer, I can test CityAgent

**Description**
Create a testing framework to use for CityAgent. 

**Acceptance Criteria**
Implement testing based on 3.7 Testing & Evaluation from the progress report

**Test Thoughts**
We are creating tests here :)

**Developer Thoughts**
Look into testing libraries. Make a spike for that.
This is a very broad issue and whoever ends up doing this should add sub-issues.
