[Localization][TRK] The string “Nuget.Config” is not a hyperlink in ‘General’ tab with Unified Settings

It is not a regression since the ‘General’ tab with Unified Settings is new feature.

Impact

It bothers me. A fix would be nice

Notes:     

1. The repro rate is 100%.   
2. It only repro on TRK, doesn’t repro on other languages.

Repro Steps & Context

1. Click the “Continue without code" link when launching VS.

2. Click the menu Tools -> Options Experience (require restart) -> Preview

3. After restarting, click the menu Tools -> Options… -> Nuget Package Manger and click the ‘General’ tab.

4. Observe the string “Nuget.Config” on right panel.

Expected: 

The string “Nuget.Config” should be a hyperlink format.

Actual: 

The string “Nuget.Config” is not a hyperlink format.
