Please note that subtypes 38, 39, and 40 refer to contract modification notices, which are used to modify contracts that have already been awarded for a given lot.

Using the value clos-nw — meaning "no winner chosen and competition closed" — in this context does not make sense, as a contract has already been awarded. Declaring no winner contradicts the very nature of a modification notice.

Similarly, it is not appropriate to declare non-winning tenders in a contract modification notice. These details are relevant during the award phase, not when modifying an existing contract.
